A senior ICT official has been arrested over an alleged long-running forgery scheme in which he is accused of using fake academic credentials to secure and occupy a critical government-linked position.

Detectives from the Directorate of Criminal Investigations (DCI) apprehended Victor Ochieng Odhiambo at Jomo Kenyatta International Airport shortly after he arrived from South Korea aboard an Etihad Airways flight. Acting on a prior stop order issued by immigration authorities, officers intercepted and detained him before he could clear entry.

According to investigators, Odhiambo is wanted for offences of forgery and uttering a false document under the Penal Code. The case stems from his alleged actions at the Kenya Pipeline Company, where he is said to have forged a Bachelor of Engineering (Electrical and Electronics) degree certificate dated December 19, 2008.

Detectives believe the fake certificate enabled him to unlawfully secure employment as a Senior ICT Officer – a sensitive role that carries significant responsibility in managing critical systems and infrastructure. The revelation has raised fresh concerns over gaps in credential verification within key public institutions.

Following his arrest, Odhiambo was held at Muthaiga Police Station before being arraigned at the Milimani Law Courts, where he pleaded not guilty.

The court granted him cash bail of KSh 300,000 or an alternative bond of KSh 500,000 with a surety of a similar amount. The case is set for mention on April 2, 2026, for pretrial directions.

The DCI reiterated its commitment to rooting out fraud and protecting the integrity of public service, urging members of the public to report suspicious activities through its anonymous reporting channels.
