Orange Democratic Movement (ODM) Member of Parliament Caleb Amisi has launched a sharp attack on Prime Cabinet Secretary Musalia Mudavadi, accusing him of agitating for a national referendum to legitimize what he claims is an unconstitutional office.

Speaking on Saturday, Amisi argued that Mudavadi’s renewed push for constitutional reforms is self-serving and driven by anxiety over the legality of his current position in government. According to the ODM legislator, the referendum debate has resurfaced not out of concern for national unity or governance challenges, but as a strategy to entrench personal interests ahead of the next General Election.

Amisi, in a scathing and highly charged statement, claimed that Mudavadi has suddenly “woken up” to the need for a referendum after decades in public service. He alleged that the Prime Cabinet Secretary is seeking to use constitutional changes to “acquire office status through the backdoor,” warning Kenyans to remain vigilant.

“He has been in government for over 40 years and is currently serving in position number three, yet he now insists that the country must hold a referendum before the next election,” Amisi said. He further claimed that Mudavadi is attempting to shift public attention away from pressing economic and social issues in order to secure his place in law.

The ODM MP also dismissed suggestions that failure to hold a referendum could render the next election unconstitutional, terming such assertions as intimidation tactics aimed at forcing political concessions.

Mudavadi has previously defended calls for constitutional reforms, arguing that they could help stabilize governance and address long-standing structural challenges. However, Amisi’s remarks add to growing political tensions as leaders across the divide clash over the timing, motive, and necessity of a referendum ahead of 2027.
