The Office of the Attorney General has rolled out a major digital reform that will see the issuance of Marriage Registrar’s Certificates and Special Licences conducted entirely online through the e-Citizen platform.

Under the new system, certificates for civil, Christian, and Hindu marriages will no longer be processed or collected manually at the Registrar of Marriages offices. Instead, all approved documents will be generated electronically and made available for download directly from the e-Citizen portal.

Each certificate will feature a QR code to allow quick and secure verification, a move the government says will help curb forgery and enhance the credibility of official marriage records.

According to the Attorney General’s office, the shift to a fully digital process is aimed at improving efficiency, strengthening security, and promoting transparency in marriage registration services. The new system is also expected to significantly reduce delays and congestion at government offices.

Couples planning to formalize their unions, as well as licensed marriage officers, have been advised to submit all applications and process related documentation exclusively through the e-Citizen platform going forward.

The government says the reform is part of its broader digital transformation agenda designed to modernize public services and make them more accessible to Kenyans.
