Prime Cabinet Secretary Musalia Mudavadi has signalled a continuation of the constitutional reform push long championed by former Prime Minister Raila Odinga, calling for a national referendum to be held alongside the 2027 General Election.

In a statement released on December 24, Mudavadi argued that Kenya still grapples with unresolved constitutional questions that require direct public participation. He said the proposals emerging from the National Dialogue Committee (NADCO) process provide a solid foundation for a structured reform agenda through a referendum.

According to Mudavadi, the 2027 General Election presents an opportunity to allow Kenyans to pronounce themselves on long-standing issues that have remained unsettled since the promulgation of the 2010 Constitution. He noted that these matters could be carefully framed into clear and practical referendum questions for voters to decide.

“We can use the 2027 election as the first example to have those issues that have never been resolved crafted well into sensible referendum questions,” Mudavadi said.

His remarks mirror the reform path previously pursued by Raila Odinga, who for years advocated for constitutional changes through popular initiatives and dialogue-led processes. By embracing the referendum route, Mudavadi appears to be picking up where Odinga left off, positioning the reform agenda within an electoral framework that seeks public legitimacy while aligning government proposals with the will of the people.
