Touting and operating PSVs with tinted windows each attract Ksh 3,000 fines, while employing unlicensed drivers or conductors costs PSV owners Ksh 10,000.
Motorcycle riders and passengers must wear protective gear or pay Ksh 1,000 each. Using a mobile phone while driving attracts a Ksh 2,000 fine, while failure to wear a seat belt costs drivers and passengers Ksh 500. Vehicle owners without properly installed seat belts are fined Ksh 1,000 per seat.
Additionally, driving on pavements or pedestrian walkways attracts a Ksh 5,000 penalty. Passengers alighting from matatus at unauthorized stops are fined Ksh 1,000, while pedestrians who obstruct traffic face a Ksh 500 fine.
Other offences include failure to obey police directions or traffic signs (Ksh 3,000–Ksh 5,000), missing ‘L’ plates for learner drivers (Ksh 1,000), lack of reflective triangles (Ksh 3,000), motorcycles carrying more than one pillion passenger (Ksh 1,000), and PSVs without functional fire extinguishers (Ksh 2,000).
