William Ruto has announced a sweeping KSh80 billion cooperation agreement between the National Government and the Nairobi City County Government aimed at transforming Nairobi into a more livable, secure and efficient capital for its 4.4 million residents.

Speaking during the unveiling, President Ruto said the ambitious plan will address long-standing challenges in lighting, water supply, sanitation, roads, and solid waste management.

Under the agreement, KSh 3.7 billion has been allocated to complete 10,000 unfinished streetlights and install an additional 40,000 lights across the city to enhance security and visibility. The National Government, through Kenya Power, will also invest KSh 1.5 billion in transformers and last-mile electricity connections targeting informal settlements.

In the water sector, KSh2.1 billion will be invested at the Ng’ethu Treatment Plant to curb daily losses of approximately 50 million litres. A further KSh3 billion will fund the Gigiri–Shauri Moyo evacuation corridor to stabilize and expand supply to high-demand areas.

Sanitation projects will receive significant funding, including KSh9 billion for two parallel 27-kilometre trunk sewer lines along the Nairobi River Corridor and KSh6 billion for a new sewer plant with capacity to treat 60 million litres of wastewater daily. An additional KSh 3 billion will support last-mile sewer connectivity, while KSh 15 billion has been set aside for long-term sewer expansion.

Infrastructure upgrades will also see KSh8.7 billion spent on roads, bridges and drainage systems, with an extra KSh 1.7 billion being mobilized for 59 kilometres of roads under Phase Two starting April 2026.

At the ward level, a KSh 5 billion programme to improve roads will be complemented by KSh 3.7 billion from the county government, alongside KSh1 billion dedicated to drainage improvements.

On waste management, KSh 4 billion will go towards solid waste initiatives, including securing 100 acres of land for Material Recovery Facilities, with the National Government contributing an additional KSh2 billion.

President Ruto said the partnership marks a bold step towards positioning Nairobi as a globally respected African metropolis aligned with Kenya’s national development ambitions.
